Speech when the Estimates were laid before the Legislative Council, the Estimates for 1903 with Memoranda explanatory of

the Estimates of Revenue and Expenditure, and an Abstract shewing the changes under the various Heads of Expenditure

exclusive of Public Works Extraordinary.
